Achievements

  • Maternal health indicators have improved in the state significantly. As per the latest MMR bulletin released in July 2020, MMR of Haryana has reduced to 91 (SRS-2016-18).

·         Promotion of Institutional deliveries through operationalizing 24x7 delivery facilities. Institutional Deliveries increased to 95.4% (HMIS 1st quarter 2020).

·         Operationalization of First Referral Units (FRUs) for providing emergency Obstetric care services including C-section services:

·         Devising and implementation of High Risk Pregnancy Policy by MH Division of NHM since 2014.

·         Implementation of Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) since July 2016.

·         Availability of free Injection Iron Sucrose for treatment of severe anaemia in pregnant ladies

·         1075 Helpline is being used for addressing the queries related to CORONA symptoms and providing solution and escalating critical calls to Specialist doctors in case patient asks for consultation to doctors through telemedicine. One can call at toll free short code “1075” or “8558893911” (Faridabad and Gurugram).

·         Mental health is the next looming crisis in the COVID-19 battle. General anxiety about the situation, financial uncertainty, feelings of deep isolation and domestic violence, has become common occurrences with cases confined in isolated spaces. Quality of timely Counseling & Therapy may avert mental health related issues & save lives . Since ePsyclinic’s 24*7 Counseling has a qualified team of Psychologists and is providing pro-bono services to Haryana for 3 months, linkage with ePsyclinic (A platform of experienced and qualified Psychologists) has been done to give counselling related to mental health through call centre 1075 on dedicated IVR 4 for next 3 months.

·         “eSanjeevaniOPD” an online Stay Home OPD under National Tele - Consultation services of Govt. of India has been initiated in Haryana and Haryana is on board since 01.05.2020. One can consult a Doctor by using laptop/ desktop or an android smart phone with internet while staying at home through video call / live chat. Using this platform report of the investigations can be uploaded and seen by consulting doctor and then Doctor can prescribe lab tests or medicine on e-prescription and is valid in all Health Facilities of Haryana. This service is completely free.

·           3 specialised 100 bedded MCH hospitals are being established in the state at:

1.   Civil Hospital Panchkula,

2.   Civil Hospital, Panipat and

3.   Shaheed Hasan Khan Mewati Govt Medical College, Nalhar, Nuh.

·           Also in RoP 2020-21, 3 More MCH Wings have been approved by Govt. of India at:

1.   District Faridabad

2.   District Bhiwani

3.   District Hisar

·           6 obstetric HDU/ICUs are being established at 5 govt. Medical Colleges and Civil Hospital-Faridabad and 2 new obs HDU/ICUs are approved at Civil Hospital Panchkula and Civil Hospital sec 10 Gurugram.

·           Under Child Health, Haryana has brought down its Infant Mortality Rate by 11 points from 41 (SRS 2013) to 30(SRS 2018)  per thousand live births.

·         As per Health Management Information System (HMIS) reports, Haryana has achieved 99% full immunization coverage during FY 2018-19. Haryana has achieved 105% full immunization coverage against Live birth and 93% 0f immunization coverage against GOI targets during FY 2019-20,

·         To cover the left out and drop out children from Routine Immunization state has completed 6 phases of Mission Indradhanush in Haryana from 2015-2019. Intensified Mission Indradhanush will launch in December 2019 in two districts Palwal and Mewat, flagship initiative of Government of India to increase immunization coverage.

·         Total 4 rounds of IMI 2.0 were held from December 2019 to March 2020.In 4 rounds of IMI 2.0 total 6255 sessions were held in which 88123 children and 20168 pregnant women were immunized in two selected districts (Mewat and Palwal).

·         eVIN was launched by Hon’ble Health Minister Haryana  Dated 28th Sept 2019.Vaccine & Cold Chain management can be monitored on real time basis, with the help of eVIN application.A mobile is provided to each cold chain point to ensure vaccine consumption entriesafter each session. State has completed eVIN trainings for 22 District Immunization Officers and 1362 Cold Chain handlers posted on 681 Cold Chain points.

·         In 2018, State successfully completed Measles-Rubella campaign in Haryana after its launch on 25th April. Approximately 74 lakhs (99.9%) children under the age group 9 months to 15 years were vaccinated.

·         Recently in Nov 2018, State has launched Pneumococcal Conjugate Vaccine (PCV) from state’s budget. Haryana is the first state which has taken initiative to launch the Pneumococcal Vaccine as Atal Teekakaran Yojana, under Swaran Jayanti Yojana in all 22 districts from state resources. PCV coverage of State Haryana is more than 15 Lacs doses till June 2020

·         24 Special New Born Care Units (SNCU) have been established at Civil Hospital and Sub divisional Hospitals in the state., State has established 66 New Born Stabilizing Unit (NBSU) at FRU’s/CHC’s level, 318 functional Newborn care corner (NBCC) and 8-10 bedded Kangaroo Mother Care Units (KMCU) in all the SNCUs of the state.

·         Nutritional Rehabilitation Center (NRC) have been established and made functional in 11 districts in state.

·         Haryana was selected under “Good & Replicable Practices and Innovations in Public Health Care System” in 6th National Summit at Gandhinagar, Gujrat held in November 2019. In this, “Using Multipronged strategy for improving the facility based management of Low Birth weight babies” was presented.

·      In line with Anemia Mukt Bharat program GoI, on 8.319 Hon'ble Health Minister, Haryana has launched the Anemia Mukt Haryana program under state scheme Atal Abhiyaan (Assuring total Anemia Limit Abhiyaan).Scheme has been implemented with objective to reduce anemia in all age group across Haryana.

·      During NDD February 2020 round, Targeted Beneficiaries were Approx. 92 lacs children of 1-19 years of age. During round - 90.33 lacs (98.50%) were dewormed. Haryana Stands 2nd in India among 25 implementing States / UTs with 98.5% consumption.  

·      During IDCF round 2019, approx 27.43 lakhs children were prophylactically provided with ORS packets for treatment of Diarrhea. 3.3 lacs preganant & lactating women have attended Monthly Mother meetings under Mother Absolute Affection (MAA) program.

·      Under Rashtriya Bal Swasthya Karyakaram(RBSK) programme, there are 211-Mobile Health Teams for health screening of children from (0-18yrs). Total no of children enrolled in Anganwadi Centres(0-6yrs) and Govt./Govt. aided schools(6-18yrs)-40.1 Lakhs. Total 39.7 Lakhs children have been screened in FY 2019-20. Surgeries of 734 children have been done in FY 2019-20 in private empanelled Hospitals and Govt. tertiary institutions.

·      National Quality Assurance Standard (NQAS): 7 UPHCs (UPHC-Chuama (Gurgaon), UPHC Raj Nagar (Panipat) ,UPHC Hari Vihar (Faridabad), UPHC Mohan Nagar (Kurukshetra), UPHC Jatwara (Sonepat), UPHC Chabbiana (Ambala) have been granted Quality Certification under NQAS. Further 4  more UPHCs are in process of National certification for NQAS.

·      U-PHC (Krishna Nagar Gamri- Kurukshetra) is the first UPHC in India which has undergone National External assessment and has been granted “Quality Certification” under NQAS by MoHFW with an overall score of 91.2%. 

·      Vulnerability Assessment : The Vulnerability Mapping and Assessment is completed in 12 Districts (Yamunangar, Hisar, Panipat, Faridabad, Ambala, Sonipat, Gurgaon, Jhajjar, Rewari, Bhiwani, Palwal and Fatehabad) and initiated in remaining  8 d0istricts.

·       NUHM Haryana got first prize for poster presentation on Vulnerability Assessment of Urban Slum Population at the 6th National Summit on Good and Replicable Practices and Innovations held at Gandhinagar, Gujarat 2019.

·      99 - UPHCs  have been upgraded into HWCs  till date

Ayushman Bharat-Health & Wellness Centres

·      The “Health & Wellness Centre” is a key component of the Ayushmaan Bharat, under which existing Sub Health Centres and Primary Health Centres are being transformed into Health & Wellness Centres to deliver an expended range of diagnostic and clinical services for Comprehensive Primary Health Care.

·      Apart from existing Reproductive Child Health Services, the provisions of required medicines, diagnostics & treatment/management of Non-Communicable Diseases (i.e. Hypertension, Diabetes, Oral Cancer, Breast Cancer and Cervical Cancer) and wellness activities including Yoga are being extended through Health & Wellness Centres.

·      Under Ayushsman Bharat, provision of additional human resource for Sub Health Centre level Health & Wellness Centres has been made; who will be Community Health Officers (i.e. BAMS or BSc Nursing). Presently, total 154 Community Health Officers are working at the Sub Centre level Health & Wellness Centres and candidates to fill 328 more posts Community Health Officers have been selected.

·      As on 20/07/2020, Total 609 Ayushman Bharat-Health & Wellness Centres have been established in the State : out of which 351 are in Rural PHCs, 161 in Sub Centres and 97 in Urban PHCs. 980 more Health & Wellness Centres have been processed for operationalization thereby total 1589 Ayushman Bharat-Health & Wellness Centres will be operationalized in the State by 2020-21.

·      In Aspirational District Mewat/Nuh, all standalone 12 Rural-PHCs and 44 Sub Centres existing in Govt. buildings have been transformed into HWCs in 2018-19, itself.

·      National Ambulance Service - 402 ambulances are operational (21 Advance Life Support, 297 Basic Life Support ambulances , 59 Patient Transport Ambulances and 20 Kilkari/Back to home, 5 Neonatal ambulance) which are managed by Decentralized Control Rooms operational in 21 districts of Haryana.

·     NCD cum Geriatric clinic has been established in District Civil Hospitals (DCH),  Sub District Hospitals &CHCs whereby Opportunistic screening of 30 years and above age group patients coming to the institutions is being carried out for Diabetes (DM),  Hypertension (HT) & most common cancers (Breast, Cervical & Oral Cancer).

·      161311 patients attended the NCD cum Geriatric Clinic; 15220 and 16529 patients were put on treatment for Diabetes (DM) & Hypertension (HT) respectively till June 2020.

·      497 FNACs, 615 -VIAs, 148 Biopsies, 132 Pap Smears & 118 Fluid Cytology were performed 80 cases confirmed for malignancy till June 2020.

·      Population Based Screening (PBS): Screening of all the 30 years & above population (Approx. 37% of the total population) for common Non-Communicable Diseases (NCDs) i.e. Diabetes, Hypertension & Common Cancers (Breast, Cervix & Oral Cavity) is being carried out in the districts. Total Household covered- 2912771, Population Enumerated –11503026,, Community Based Assessment Check List (CBAC) filled – 5303278 &No. of person Screened – 2564851 till June 2020.

·      Under National Tuberculosis Elimination programme NTEP (RNTCP), state has successfully rolled out daily regimen for all TB patients since 27.10.2017 and providing free TB Diagnostic and treatment facilities in all the Govt. hospitals & Govt. Medical Colleges of Haryana.

·      All district TB officials and medical college representatives trained in revised Programmatic Management of Multi-Drug Resistant Tuberculosis (PMDT) guidelines of 2019 and all Oral Longer regimen has also been launched in Haryana on 23-2-2020.

·      With 27 CBNAAT machines, state has also been able to roll out free universal drug susceptibility testing for all TB patients from 1st Feb 2018.

·       RNTCP Haryana has also good collaboration with state AIDS control society, NUHM and NCD program for free Diabetes and HIV screening of all TB patients

·       For better treatment out-come of all TB patients. Four Schemes (Nikshay Poshan Yojana being given to eligible TB patient’s w.e.f. April 2018, Treatment Supporter Honorarium, Incentive for Private Provider & Informant incentive) under Direct Beneficiary Transfer (DBT). 

·      ANMOL application has been implemented in 12 districts of Haryana, 2735 tablets have been distributed to ANMs and are doing data entry in ANMOL application.

Awards:

     Haryana has awarded certificates at the 6th National Summit on Good & Replicable Practices and Innovations in Public Healthcare Systems in India held at Gandhinagar (Gujarat) from November 16-18, 2019.

1. Certificate for securing First Rank among the Non High Focus States as per conditionality framework during the period of 2018-19.

2. Certificate for oral presentation for the best practice titled “Using Multipronged Strategy for improving facility based management of LBW babies.

     Kayakalp 45 UPHCs are awarded for kayakalp in  FY 2019-20. Baseline assessments have been inititated in  FY 2020-21.

   National Health Mission, Haryana received “SKOCH Gold Award” and “SKOCH Order of Merit Award” for Maternal Health Innovations for ensuring compassionate patient care and reducing Maternal Mortality Ratio (MMR) (10th March 2018).

   Haryana has been awarded with PMSMA “I pledge for 9” Achievers Award for its exemplary performance under PMSMA. The award was presented by Hon’ble Union Minister of Health and Family Welfare in New Delhi on 29th June, 2018.

   Govt. of Haryana has been awarded with special recognition award for exemplary work in field of Maternal Health under “Express Public Healthcare Award 2018” on 5th October, 2018 in New Delhi.

   State of Haryana awarded Certificate of Merit for Securing First Rank for Best Performance in NPCDCS Programme Implementation.

   National Health Mission, Haryana rank 1st at National level by Ministry of Health & Family Welfare (MoHFW) to earn the bonus of Rs.62.00 Crores, the maximum incentive @13% for performing outstanding services in Health Sector (Health Index June 2019 - NITI Aayog).

   NHM, Haryana got Highest Increase of Incremental Performance of 6.55 points compare to other states (Health Index June 2019 - NITI Aayog).

   Hon’ble Vice President of India Sh. M. Venkaiah Naidu conferred “Outlook Poshan Award 2019” to National Health Mission, Haryana. NHM - Haryana adjusted the winner of “Outlook Poshan Award 2019” in the institution category for the exemplary efforts in the field of nutrition in providing innovative solution to tackle the scourge the Mal Nutrition.

   National Health Mission, Haryana received SKOCH Silver Award and SKOCH Order of Merit Award for implementation of ANMOL application in 12 districts (29th August 2019).

     National Leprosy Eradication Programme:- Prevalence Rate (PR) per 10000 population of leprosy in Haryana has decreased from 0.27 in 2013-14 to 0.13 as on 2019-20.

Administration

·         "Service Bye-Laws governing the conditions of Service of the contractual employees of State Health Mission, Haryana" have been implemented w.e.f. 01-01-2018, in the State of Haryana. 

Following are the highlights of the said Bye Laws:-

·         The Service Bye Laws are effective w.e.f. 01.01.2018.

·         The benefits of the Service Bye Laws have been extended to 13813 contractual employees of Haryana state.

·         Remuneration applicable up to 5 years: (Basic Pay & Fixed Medical Allowance and annual increment @5%).

·         On completion of five years continuous satisfactory service, remuneration shall be converted into emoluments i.e. basic pay, fixed medical allowance and dearness allowance and annual increment @3%.

·         On completion of ten years satisfactory service or more dearness allowance, medical allowance and house rent on the remuneration shall be admissible at the rate prescribed by Government from time to time for their employees who are drawing pay in pre-revised pay scales as on 01.01.2006 and annual increment @3%.
